UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent study of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will need to increase council taxes next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently further found council budgets being strained by the growing number of young people and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the Send system until next year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
